Sounds like he wanted to give people going to rallies advice but he didn't really get the answer he wanted. Bannon wanted more practical advice (don't get surrounded, don't turn your back) etc and hes pushing advice on getting into a training programme.

And the noise he was referring to were what the news media does to distract and derail... like cucker vs Powell, doubts over evidence etc. Nothing wrong with talking about other issues like self defense.
