They don't wonder why at all. That's the problem. They vote D and expect gibs. If gibs are sufficient, they vote for the same D until the D dies/ retires/ goes to jail (and not even that stops them for voting for that D). If gibs are insufficient, they vote for a different D and hope for more gibs. Rinse and repeat.
