Secondly, the primary differentiating factor among groups is not race, it's intelligence and culture. Low intelligence can be mitigated by a culture of reason and rationality. Someone with a 150 IQ can operate on the level of someone with a 90 IQ, and vice versa. Training, education, and nurturing are of paramount importance.

What is the difference between the average IQ of an African compared to an African-American? How many generations of selective breeding does it take to see a measurable increase in IQ? What is the correlation between bad parenting and crime, mental illness, and drug abuse? What is the rate of child abuse in the black community compared to other ethnic groups? What affect does child abuse have on IQ?
