Who will bring you ammo and supplies, medical? Oh yeah - nobody will cause you’re surrounded.

IF you can’t EFFECTIVELY transition from DEMO to USE then it’s a bad place to fight from, right? So don’t go and get in a fight there. Demo missions are done in the day, close proximity, high visibility.

USE missions are done AT NIGHT, distant proximity as possible and as INVISIBLE as possible.

See how assembling your forces on enemy ground in broad daylight where you can get shot or arrested JUST for being armed doesn’t transition into an AMBUSH very well, DOES IT?

If you mean to USE force that would be really dumb to do in DC as that is the intervention point where your sacrifice will have the LEAST effect size.
