The votes are called for each state individually.
If there is an objection to the validity of the votes of any state by a senator, then at least one congressmen from the House has to agree with (second) the objection.
The two sides will adjourn to debate/vote on the state at hand.
If EITHER HOUSE OR SENATE says those votes are legit, then they will be counted. (this is the problem, the dems own the house and will always say every states votes are legit)
Pence will say who has how many votes after all the counting is done and announce the winner.
THAT IS IT. I cannot find any actual constitutionally based rules or laws that have anything to do with counting the votes.
All the votes made it in by the safe harbor date, all this stuff about alternate electors is just BS. Only votes turned in by that date and certified are legit.
We need hard information and actual legal options if change is going to occur, not just more propaganda and praying about shit to happen.
At most, I can see Pence refusing to read out Bidens name, but that won't matter, Pelosi or Sanders will do it in his stead.
EDIT: We know for SURE that WIsconsin votes did not make it in by Safe Harbor day. That does not mean they will not be counted, but that is certainly grounds to contest them.
