So according to what Giuliani just said is constitutional and was done by Vice President Thomas Jefferson who then became President, Apparently Pence will ask states legislatures to tell him whether the Trump electors or the Biden electors from their states represent the correct outcomes of their state election if carried out as legislators... and not governors... Legally outlined.
