- Launch IPFS Desktop
- On the Files tab, select Import > From File
- In the Path to Import box, select the file you downloaded: USCYBERATTACKFRAUD.mp4
- Select Import
- Now, in the list of files that you've imported, select the ... button next to USCYBERATTACKFRAUD.mp4, and then select Pin to ensure it remains on your system and serving to other clients

It allows multiple users to host files across the planet, so that it becomes resilient to censorship, and highly available for other users that want quick access to the file.
