  3. COMPENSATION FUND TO GOVERNMENTS that feel security-compromised by foreign activity (Bribe them into STFU about killing their own citizens)

  4. COOKIE CUTTER THE LAW SO OTHER STATES CAN FILL IN THEIR STATE NAME AND INSTATE IT

  5. STRONG PROTECTIONS to KEEP FEDGOV OUT OF IT
