I cannot think of any private enterprise that would be allowed to continue if it failed it's most basic task (accurate and timely procurement and delivery) with one of its most prized and sacred items (voter ballots). And that's on top of the fact its been hemorrhaging money for years (decades?) due to severe mismanagement.
So why are taxpayer dollars continuing this farce? Is it possible targeted manipulation of communications/content is one of its unspoken purposes?
EDIT: Another reason? Jobs and their perks of free college, pensions, etc.
