It seems like the authors conducted a version of an alternative futures analysis, where you attempt to game out possible futures. Basically, you hypothesize the key trends that you think will drive the future, then assign a high/low value for each trend/driver, and then plot them in matrix. Each value that emerges represents a different scenario. In this SPARS text, the authors stated that they selected two key drivers, and that they created a 2x2 matrix, which should give 4 different scenarios
Typically, these alternative futures analyses are developed for the big swinging dicks in government and industry. To be useful, ALL the scenarios that emerge from your trends/drivers matrix should be gamed out and presented to the readers, who are relying on the expertise of the scenario authors to help them understand the possible future strategic environments that they’ll be operating in
However, I only see one developed scenario. What happened to the other three? It’s odd that the one scenario where they chose to develop a highly detailed version of events happens to strongly correlate with reality. The authors could be incredibly prescient and predicted how things would play out, or the health policy makers who read this report decided that to use it as an operating manual
