Add some advanced holographic black light watermarks and to the ballot with threads in the paper like money and add a fully trackable QR code to the ballot to identify the ballot along the whole process and verify chain of custody along the way. Tie the ballot serial number to the QR code and only the voter knows their serial number but each voter gets a unique serial number that the machines can only tabulate ONCE, instead of being able to mash through 1000s of blank ballots with the same serial number/qr code.
Make poll workers sign an oath under penalty of purjury that they will protect the integrity of the process etc etc. Create safe avenues for whistle blowers to have their concerns heard and offer them amnesty and or reward for information that leads to a conviction of someone attempting to circumvent the election process.
Run the counting process in a fucking poker room for God's sake, there are tons of camera's and if you can zoom in to see a card in a players hand, you can zoom in to see what's written on the ballots, livestream all of it so people can report nefarious actions caught on camera with timestamps to review
