Thats the crux of the problem. It's similar to other things where pre-existing law upstream allows unelected bureaucrats to make laws, and cite the law which allows them to do it. Most of these are coming through health departments, which were given the authority by another law.

Even though he won Ohio, if you look at the suspect counties it looks suspicious. Trump took MOST Ohio counties at a 70-80% rate, and about 5 democrat counties at 30%. I think they cheated, but not enough.
