The dealer/addict scarfs up as much of the drugs as he can. He just can't help himself because he's an addict.
The drugs and money come up short due to his drug skimming.
The cartel looks the other way and says as long as we benefit from the addict/dealer we don't care what happened to the missing drugs.
The point is these demons control EVERYTHING. This has been a long term plan that has finally come to fruition. The only thing left, (which will be easier to accomplish now) is to control WE THE PEOPLE.
They no longer fear us because know they can use the law enforcement, and military if needed against us. All they have to do is designate us a terrorist group and it's on.
