This is where you're likely dead on. These are probably just confirmatory tests, where samples are run a second time after they are already positive. Each patient should have two positive tests but be counted as one patient. This is standard testing protocol and has been since the beginning.

The statistics are very fucky due to complete inconsistency between and within states, so it's hard to know what is actually correct, numbers wise. Our best guess when it's all over is to look at all the excess deaths relative to previous years.
