April 1: By this date, the Census Bureau will send redistricting counts to the states. This information is used to redraw legislative districts based on population changes.

Apportioned based on total population/435 to account for the number of congressmen to be divided amongst the states, so removing 6million from CA ratios them down and divides that ratio amongst the other states.

The problem is and correct me if I’m wrong the majority of the census was conducted before WUHANFLU migration, is there a way the the count can be fixed to account.
