Noem is waffling on this issue. There's nothing in the actual text of the bill that indicates any drugged up Football player is going to get sued.
The language of the Bill clearly states that any lawsuit would be due to violation of the Bill... which is entirely focused on the School and Sports organizations, not the players. Players can be removed from the team if found to have taken drugs.
Noem is a chicken... and doesn't want to take on the Big Business threatening to leave her State with their jobs once the Bill is signed and Big Business will no longer have a need to sell jock straps to "women" playing field hockey.

I opted for homeschooling and skipped the whole thing.
I have a special needs child who will never be able to keep a mask on... and also needs to be able to have free and clear bathroom access.
Keeping kids in masks is child abuse, plain and simple. And I refuse to do it. So, if the "new normal" in schools is masks on all the time, I'm out for good. If the State doesn't like it, they will need to beat me to a bloody pulp in front of my own children if they want to mask my kids.
