I had an essay test in college to skip a written communication class requirement. It asked us to critique an essay arguing that rescue workers and healthcare workers deserved all the praise available from the public. It was poorly written with huge grammatical errors and run-on sentences.
I decided to rip the author a new one because I realized right then and there how much easier it must be to get lots of public attention. Not one person is praising the janitorial staff who likely do more effective work at preventing the spread of disease at a hospital than any nurse or doctor. The same is true for any worker who is behind the scenes who are important and ignored.
Pandemics are an impossible scenario. Politicians are idiots to try and play God.
If it's novel and extremely contagious then medical knowledge lags by week's/months and you're helpless to stop it. If it's extremely lethal the medical system is a drop in the bucket towards mitigation and worthless to worry about.
If it's novel but not particularly contagious or deadly then there's no point in taking action as there's little benefit.
Neither scenario contains a useful shutdown.
Future dominoes delivery boys would be too gentle a fate for them.
