I'm no mind reader but if he wasn't 'sure' about his authority and still knew something had to be done to check the fraud he could have exercised the authority in question and let the courts figure out what the limits of his authority actually are.

yes. Both the senate and the house must vote (all members) and both must uphold the objection or it fails and the original electors are used. see page 6.

The objections are mostly for show. Trump cannot win on objections even with all 99 senators voting to support them (I say 99 because Purdue is not a senator as of jan 3). The house is also required to vote and uphold the objection by full vote, simple majority, which would never happen since dems have the majority. The only path is the states to decertify or something similar.
