3 Key Important distinctions to convey:
1.) When State Legislatures appoint a SLATE of their State's Electors, they aren't passing a law or a bill. So 99.999% of the rules and laws, which govern such normal procedures, are completely irrelevant here.

3.) Loss 25-50% of House seats in congress for ten years.

As per the 14th Amendment, Section 2; basically, if any State sends Electors based on fraud/cheating/etc, then about 25-50% of that State's House of Representative Seats in Congress will be gone for this next 10 year US Census Apportionment 2022-2032.
The 14th contains the words which Amends some of the apportionment of House Seats from the original Constitution. 14th Enforcement, if a State nullifies the vote/disenfranchizes the votes of X% of the eligible, male, over 21yro, US Citizen voting population; then they lose THAT same X% of their House seats. This varies, but would likely on average mean 25-50%. Like if a State gets 4 from the Census, but loses 50% so down to 2 seats. Or another has 3 seats but loses 40%, then they might be down to 2 seats (33%).

There is no regular "Election Procedures" in the US Constitution. As I say in my WIN&WIN Plan spam; Electors & Elections are two completely different parts of law, even though everyone talks, thinks, campaigns, lawsuits, teaches, etc. that they are not. You could wave a magic wand and remove ALL election laws in the entire USA and still do ELECTORS just fine. This is part of the Founding Fathers' wisdom by inventing the Electoral College (somewhat like the Holy Roman Empire Electors but for our Republic).

This is Constitutionally/legally power backwards in the first sentence. The Electors clause gives power to the State Legislatures. Everything else, like State Law or Election Procedures or even having an Election comes below the State Legislature in power; it is only advisory and not binding upon the Legislature to appoint whom they decide to. But this power rests with congress, per Article 2, of WHEN(timeframe) that legal power is granted to State Legislatures. LIke if every day this year, a State Legislature adopted a different SLATE of Electors, most all wouldn't legally be meaningful, except for the SLATE which was last adopted during the window of time that congress said so. This is like in my WIN&WIN Plan, but likely they didn't put in the same legal reasoning of Striking some unconstitutional legal codes/laws. Or upholding other codes at least for the timebeing. How the lawsuit does this request is key, but likely it's FUBAR given everything else (I can tell the fingerprints on the document.)

First sentance, uggg See it starts with the assumption that absentee and mail voting is even legal in the first place; they cannot have proper chain of custody to begin with. This is like Masterpiece Cake, where the fine print "givens" of "we're not going to even argue these points", gives the Lefties all the Legal Room to expand & move goalposts with SCOTUS case law game, no matter which way their "ruling goes". In short Outline:
1.) The Dec 9th Alito deadline is nothing to freak out about. It's like shoplifting, the crime really isn't committed until the person leaves the store without paying. So Elector Fraud, isn't set by the governors & sec of States until after Dec 8th, they can leave the unpaid merchandize at the door or pay for it.
2.) Most of the PA Legislature terms ended Dec 1st. So without certifying the results downballot, there is zero PA House members sworn in; and half of the PA Senate sworn in. So the PA Legislature quarum is 25% of the Senate, to pass a SLATE of ELECTORS. So PA is a bit unique.

1.) Alito's date of Dec 9th for PA case:
The Dec 9th is sorta like when the Football Ref tells/marks the spot for the guys holding the 'first down marker' chains where to accurately measure from.
I should note, that this also is like calling a bluff, or "One Last Chance" for the evildoers to do the right thing. If the Sec of States/Governors/Registrars don't go foward with their cheating, they can still back down. But if they cheat and send their fraudulent Elector Slate, after Dec 9th, they've crossed the Rubicon in committing real crime, not just "election errors & irregularities" or "just" criminal actions by others/3rd parties. So, by Dec 9th; we'll know who's willfully committed these crimes to the top of States. It also gives the State's Legislatures the clear power to say, "well it wasn't fixed any other way, so here, we fix it now with this Slate of Electors."
Btw imo, Safe Harbor of 3 USC 5 itself isn't Constitutional, so it's of little consequence; but from a practical/reality point-of-view, it does tell the teams playing where the first down line is; and Alito is making this simple for everyone.

So if 3 USC 5 is legal, then the "laws" used for the elector-election process the Dems need to have their Sec of States, governors, etc. have slates of electors chosen before then as per the mannor in which the State Legislature has said.
When reading 3 USC 5, while it can be a bit run-on sentencey for most; it basicially says, others (like Sec of States, Governors, etc) who are to certify/select which SLATE of Electors to officially send as per the law(s) created by the State Legislature; those other people need to finish by 6 days prior to Electors meeting date(set by congress per Article 2) and will be considered the proper SLATE of Electors.
But 3 USC 5 doesn't and cannot interfere with the US Constitution in Art 2, of allowing the State Legislature themselves of making/replacing their State's Electors, after this safe harbor 6 days prior, ie the State Legislature can still sign their SLATE, within those 6 days, even up to the day of (assuming 3 USC 2 is "legal").
But even if 3 USC 5 is legal, this doesn't and cannot usurp the power of the State Legislature to still make their own resolution/motion of passing a Slate of Electors. Still WIN&WIN Plan.
If 3 USC 5 is illegal, then it also goes back to/along with my WIN&WIN Plan Outline, where 3 USC 2 is also illegal; and Electors needed to be appointed by midinight on Election Day as per 3 USC 1, which follows the time(frame) of when allowed for congress to set, as per Article 2 in the US Constitution. Congress can't set the "HOW" as it does in 3 USC 2.
3 USC 5 is illegal for a few reasons, but mainly like 3 USC 2, is because the congress, nor the courts, can override the "HOW" in a States' Legislative power in appointing Electors (so long as it's lawful, like no cage fights to the death to decide.)

2.) Well in PA Legislature's situtation,
They have a problem. Bc by the PA Constitution, the legislatures terms expired Dec 1st. The PA Legislatures on the ballot (100% of House, and 50% of 4 year term Senators) have (last I checked this weekend) a court order staying/holding all Election certifications.
So In PA's situation atm, this would be 13 PA State Senators of the 25 PA Senators elected in 2018 whom are sworn in; (if the certifications are still on hold from the Election on down ballot contests, including 100% of the PA House seats, and 50% of the PA Senate seats.) PA is a bit complicated.
Technically, according to the US Constitution & PA Constitution; since legally atm (if the injunction still stopping downballot certifications is in effect as of last weekend), means the entirety of the PA State Legislature is 50% of their PA Senate who wasn't up for re-election this cycle. 13 Republicans to 12 Democrats. Technically some Dems could join :)

These levels of redpills are very rare, even among those whom study law. I came up with this legal outline decades ago. RE: Presidental Elections for POTUS/VP Electors even when faced with (and how to undo/stop) massive election/ballot frauds & errors.
The POTUS/VP Electors has to be decided asap in weeks, and cannot legally/constitutionally be "redone" like all other contests can be. My fellow Pedes, 6 days to go! We need to put together a grass roots Ron Paul style Moneybomb--a GEOTUS worthy CLUSTER-of-MOABs particularly for 2020 Senate Races.
What's going on is in this Landslide 2020, like 1972 and 1984. While the Dems have "lost Marbles" Joe distracting, they are pouring tons of money into other races to steal the Senate and Congress (and lots of other elections). Not just with Ballot Stuffing and Election Integrity Destruction 25 different ways; but with real campaigning too.
This shift will not show up in most polls or internals, as it's too close to Election Day. They are sneaking their moneylaudering funds in at the last minute where there's not much time to react.
GEOTUS can only be in so many places at once, to boost these races.
We need to pitch in.
The Dems have VERY GOOD (EXCELLENT REALLY), ads running in key contests. The most effective are the ones where they say things like "This Dem candidate is not a partisan hack, and will reach across the aisle,(while talking values like hard work, etc.)." Even though we know their candidate is a lazy, total partisan, Obama-marxist-terrorist lover-insider.
These ads are targeting those significant chunk of voters whom are coming out for the first time or haven't voted in a long time. Those "Reagan Democrats" types, those 3rd party types. These voters will select Trump, but these ads are designed to make these voters choose the leftie in other key races by thinking they are being "non-partisan" by voting for both Rep and Dems.
THESE KEY CONTESTS like the SENATE, need moneybombs to counter this, and only airtime will do it this late in the game with 6 days left.
This is the main REPUBLICAN website (consolidated to keep moneylaundering and crooked money out). You've likely seen some ads on RSBN during GEOTUS rallys and such. At the website (enable javascript) it gives a map of and a selector for choosing like House, Senate, etc. And the list on the right shows all the people.
To give you an idea of how close this is, even states like KANSAS' Senate race is way too close. The DEM is a turncoat republican 2 years ago, and a snek; so she knows how to "talk Republican" very well, and knows the State, and has a big district previously. And has excellent ads and the Dems are pouring money in.
And keep in mind, even those Republican Senators which we don't particularly "like", well those ones campaigning here in 2020 are nearly all in the last election of their careers. So lets not let a new Commie Dem sneak into the Senate this election whom we have to deal with for another few decades. Or just donate to ones you do like, and let the big money bail out those Republicans we/you don't like.
