Yes, but two separate issues. One is the subpoena power = judicial power. Second issue is that yes the (State) Legislatures have (near) total power on legislative things; or things which are specifically granted to them (eg State Legislatures mannor of Electors).

Subpoenas are judicial powers, lawful subpoenas require judicial powers aka a judge. This is why when congress or a State Legislature (or any executive branch person/agency) "supoenas" someone, it's really a "please do this or please come here" letter. And if the person ignores the subpoena, then that legislature(or congress) has to go to court (aka a judge) to actually issue the REAL subpoena.
Same goes for "perjury" this is a judicial branch function/power. It's not legally possible for the legislative or executive branches to say "under the penalty of perjury". Perjury requires a lawful court, a judge, a matter at hand, material facts, intent, and as written into the very creation of the word & definition per jury.
