The Mayor of D.C. can set them up at the edge of BLM and leave them there for a few days, or use the "17th" as an excuse to go in to clean them out before the 20th. A lot of people in D.C. will sleep easier if anyone who might get uppity on the 20th is in jail until it's past.
Anything that happens before the 20th is while it's still Trump's watch so he takes the hit, not Sleazy Joe or the Ho.

A cop on a bike is engaging with a sign holder for the last ~5 minutes. Has pointed to where the other protesters are so maybe trying to move the guy to a safer area than the traffic island in the middle of the street where he is very close to moving vehicles.
The white sign is not fully legible; "Impeach" appears to be the first line. "Resign" may be on the board as line 2. The 3rd line seems to say "Today". (Kids: let this be a lesson to you. Your sign needs to be easily readable IRL and on camera after compression and transmission)

As far as the 25th, Section 4 Nancy doesn't get a say with regard to invocation.
In order of succession, Nancy is 3rd behind Pence @ 2nd.
If Pence resigns, the office of VP is vacant, and Section 4 of the 25A can't be invoked. If Pence invokes it, he would have the powers of the presidency so could pardon people, probably including Trump, but little chance of Pence invoking it. If he does, he's still not President, Trump is. They can take his duties, powers and responsibilities away, but not his title or his job.
Like impeachment, this isn't the first time they've tried this. Talked about it in 2017 when James Comey was fired.
