Sometimes. It's keeps it fair for everyone. The Q and A section can keep it going if they really have info the committee wants to know more about. Some witnesses seemingly ramble and are difficult to follow (might be nervous in public speaking situations) and giving unlimited time would take too long and not as many people would get to speak.
