And you're assuming a legal resident is going through/Will go through the process to become a citizen which isn't required in this new law. The new Utah law only requires you to be a legal resident for 5 years before you can apply to become a police officer.
For reference: A ballpark idea of what it takes to become a naturalized u.s. citizen, you have to be a legal resident for 5 years, file your N-400 application form (though you can file your Form N-400 application up to 90 days before the 5-year anniversary of your admission date), pass an English and U.S. history and government test, be a person of "Good Moral Character". Then you have to wait 6-12 months for the paperwork to be processed. If you're approved you swear an Oath of Allegiance to the United States of America and boom, you're now a citizen.
So in short, If a legal resident isn't willing to/can't become a U.S. citizen before trying to become a police officer then in my opinion they don't 'pass the smell test.'
My problem is that police officers have a lot of power and authority over the people and just because they're a legal resident doesn't mean they have the values of Americans, common sense of Americans, or even any loyalty to the United States of America. Giving that kind of authority to someone who can't/won't go through the process to become a citizen just raises a red flag in my mind.
