Depending on what frequency you are going to use, you can get a relatively portable transceiver and run wires and adapter to your vehicles battery so that you can run the radio at home or take it with you on the road.
If things go sideways like in the Soviet Union, ham radios will be outlawed. There is a good book on making concealed antennas, though the name escapes me at the moment.
I'm not sure. If I were playing politics though, it would be a feign and riposte. Demand to limit initial stimulus to a paltry $600 while giving them the pork they wanted, maybe knowing Trump would use the rescission., Then come back over the top with a whopping stimulus, and attach the two most important items to that stimulus.
If this is spun as Dems holding up the $2000 stimulus, we might get this as heads we win, tales they lose. Dems don't vote, they look bad after Pelosi promised to pass it. If Dems vote, Trump gets what he wants.
Time to put pressure on Dems to vote for that stimulus
