I believe the most common complaint was that we weren't prepared for testing (testing being the primary way of identifying and isolating people more precisely).
However that was a CDC issue (could be laid at Trump's feet if you're a "buck stops here" kind of person, but in reality that's the kind of thing that the CDC should be responsible for without having to be micromanaged). Additionally, the Chinese cover-up didn't make the situation seem urgent enough to stockpile test kits until it was a full-blown emergency.
