They actually offered amnesty to him, if he came to the US. Cuban government said he could go if he wanted to, but he said he was a proud Cuban citizen and he wanted his son brought back to Cuba. Behind the scenes, Castro offered the father a pension for life, as well as for Elian, which they both received.
The end result, Clinton is called a fascist because of the picture, even though it was for doing the right thing.

This picture isn't as gestapo as you think. During this time, most people sided with the government because of the circumstances. The mother, who didn't have custody, took the kid on a boat ride to the US where the boat sank, she died and her kid was landed in Miami by the Coast Guard. The father, who had legal custody of the child, wanted him back. The child was a Cuban citizen who's guardian wanted him returned. If this had been an American father and Castro forced his child to be returned to him, the US would have applauded that action.
The reason they did the full gear raid was because there were threats of violent attacks to INS officers if they seized the child. Would you have walked in with a Social Worker or a tactical unit?

Anecdote.
My brother lives in Indiana and his neighbor has been a HUGE Democrat supporter for years. He works for the party during elections and is a senior organizer in his part of the state. He was telling my brother that they can't get 20 Democrats to show up to any event or volunteer organizing meetings, which normally have several hundred in attendance. When my brother asked him why, he answered, "I help organize because it's like a hobby for me, but I know the Democrats are going to be destroyed because even I'm going to vote for Trump. This is my last year doing this, and I doubt I will ever help organize again unless the party stops this socialist garbage and returns to where I am."
When my brother pointed out that is highly unlikely, he said "Then I guess I will become a Republican. I don't like some of the things they support, but they aren't trying to turn us into Venezuela."
Take it for what it's worth, but I have heard the same thing from other people I talk to online or in gaming chats from across the US. These people usually don't even notice politics or vote, but they are ALL talking about this election.
