Knowing nothing about web site management or moderation, I think the brigading could have been reduced if stricter controls were placed on account creation and new accounts. The captcha had a huge impact on shilling. This community was obviously the target of a very sophisticated attack by paid organizations. As a user I'm obviously not happy with the way things played out but I really don't have enough information to lay the blame on either side.
