Locusts Reproduce rapidly, grow fast, and they eat voraciously. There is a reason they were considered a Plague in the Old Times(still a plague today).
I give an estimation of how bad they are once in a large swarm. If you take 1 square mile and fill that with 10 locusts for every square foot that swarm could devastate 100 square miles while expanding to 4-8 times the amount within a 2 month time. This is not considered a dense swarm either. A dense swarm is where you could fit over 60-180 in 1 square foot. These types are very rare, but when they happen you would be better off using a Nuclear warhead than bother trying to fight them without using one.

In long term thinking incentivizing the people under you to have at least 5 kids basically doubles the population under you. That provides manpower. Then invest in TMSRs and UMSRs to power structures like a rail cannon that is 4-5 miles in length going against a mountain and mainly underground to pave the way for space construction by sending the material every 2-5 minutes which should have about 20-50 tons a day, powering stations to produce hydrogen from ocean water(many uses so take your pick), powering greenhouses, powering super deep Mining(mantle mining for mining the mantle of the planet), and making your people energy independent. The food problem can be mitigated with Greenhouses which are powered by TMSRs or UMSRs, and the extra man power available would help in operating them. Industry would expand greatly with the fact that going underground and going to space would be available options which then expands your people's ability to expand for hundreds of generations(and the fact that it just creates a feed back loop as well) to other solar systems.
The GDP(if one were to still consider it by that point) would be around Quadrillions at the lowest to Septillions at the highest.
The funny thing is America can support well over 14 Billion people(not the planet just America alone), while the Earth itself at max can support over 2 Trillion.
Its the fact our leaders are corrupt and idiotic.
They don't have the side effect of creating famines only disease which is treatable, but once a locust swarm reaches a large size barely anything can stop them from devouring every plant based organism in sight which can strip a land in 1 hour at least to as fast as only 5-10 minutes. It would take about close to a decade with Restoration efforts to bring any semblance of life back.

This is a small swarm(still large), but if these bugs just only double then the ecological effect is uncountable.
Actually, Bambi is more dangerous since year round there are these incidents with a lot of them going under reported.
If more of them came around the Cities there would be more reports about these incidents.

Fact is people can be many things, but intentionally causing havoc, reactions, and general tensions is something worse to be honest. Chaos bringers I think, but i am more so referring to actions than people.

Force all politicians to live by their own rules meaning that no special Treatment for them if they receive money, favors, or both. The only time the rules apply is when all three are not applicable(That means even if they receive a donation through a charity as well).
