They aren't putting the barbed wire on the inside of the fence... That is the outside of the fence. Frame is inside, chain link is outside.

Chain link has brace bands and tension bands that might fit that description, but brace bands don't have a 'side' and tension bands are supposed to be on the "outside" as is the chain link it flushes with. The real thing to look at there is the carriage bolts. The inside has the nut... Of course there's probably some kind of special security version...
