The Counting Convention is not an Article 1 Congressional power.

It is Article 2: Executive. The chair of the unicameral is the President of the Senate. He cannot be removed, he has plenary power to define and maintain order.

Furthermore, the House and Senate cannot negate the rights of States to have electors of their choosing - even with a unanimous vote. That is not in the Constitution. Only the President of the Senate can do that. Again, an Article 2 power.

It is a strange system to the democratic mind, but it is not an error. The Founders intentionally made it this way for a reason. There will come a time in the life of a nation, when one man will correct the error of an entire system - without this ability, the civilization will inevitably die.
