The land is conditionally granted for use as the national capital by the State of Maryland, and the terms of the original, contractual agreement stipulates that the land reverts back to the state if statehood is attempted, because D.C. is territory within the State of Maryland, and a territory OF a state cannot secede FROM the state, and reshape the state from within it. It is essentially theft of property land from Maryland. And if D.C. becomes a state, then what city would be our national capital? Also, if a city becomes a state unto itself, it can have no capital city for itself. And in order to join a union, the other state legislatures must ratify its membership.
