He actually asks Kyle what's going on, Kyle says he's going to the police, and then it's the mob chasing after Kyle. The picture goes dark when he drops the phone and you can hear him screaming for a medic.
Look closely, he was holding his cell phone in his left hand and dropped it when he was shot. That's what you see sliding on the ground, he never lost his grip on the weapon. Whether he could still use it or not is another question.
