Perhaps a bit more explanation might help. "Just waiting to see" is either an English idiom or a phrasal verb. (Both?) It can be read as several separate words with the literal meaning of "we are only waiting and doing nothing else". But considered as a single grammatical unit, a phrasal verb, the usual reading of this phrase in my experience has been more like "we do not have the information yet." So, your reading of the sentence did not occur to me while writing it earlier.
(ed: It occurs to me that, possibly, the phrasal verb is said "just waiting to see" in my dialect of English, but it is more common to only use the words "waiting to see" for the phrase in other dialects.)

I'm pretty sure that virus was an accidental release, but I do think that they meant to release it intentionally a few months later. I would not have released it so early; they had to spend all their remaining credibility to keep the panic going after the initial outbreak fizzled out. How to do this? Neither country is going to simply invade the other. The US is content with its land holdings; Russia is content with its land holdings. Both have all the natural resources available in excess. The two have deep historical ties and excellent cultural compatibility. And West Taiwan does not have much direct influence over Russian affairs.
The only way to get a Russia-America war going is to convince unpredictable America to do something so astoundingly random and stupid that Russia's only strategic option would be to remove America from the chessboard entirely for Russia's own long-term safety. That astoundingly stupid thing, the only feasible option that I know of, would be for the United States to nuke North Korea, first, and unprovoked.
West Taiwan already tried to do this, I think a year into Trump's presidency. Remember that time when Hawaii had that "accidental" nuclear bomb alert show up on all their cellphones? Considering all these factors, and the fact that even United States bureaucrats are not incompetent enough to make that mistake, the only explanation that makes sense to me is this: West Taiwan subtly broke the fuse on a North Korean nuclear warhead in a way that would look natural or accidental, put a fancy-looking movie countdown clock on it, and sent it on a container ship to Hawaii. The US detected it at the dock with the radiation detectors, alerted Hawaii, disabled the bomb (shaped charge directed at the fissile mass?), then retracted the alert.
This whole thing had been pre-planned for years. Hillary was supposed to nuke North Korea following the Hawaii incident, which would have resulted in immediate and total mutual destruction within hours of Russia, the United States, and North Korea. Three of West Taiwan's biggest "problems" destroyed with a single master stroke, clearing the way for an immediate West Taiwanese invasion of South Korea and Japan.
Of course, what would have actually happened is that all of the incompetent world leaders would panic and press all their buttons all at once, and everyone would die. I think the Russians and the West Taiwanese tend to underestimate just how fucking terrible most of the world is at chess compared to them. As for Hillary, being more familiar with western bureaucrats, I think she knew exactly what was going to happen. Her eyes betray a soul of pure evil and vindictive spite. It is not so hard to believe she would do it. People who would press a real "destroy the world" button for a laugh surely number in the tens of millions.
Trump, not being a puppet, instead correctly interpreted the incident as a false flag from West Taiwan. He swept the whole thing deftly under the rug. Then not long after, he did that whole media blitz with the smiles and handshakes with Kim Jong Un and walking alone into North Korea and all that fuzz, as a message to the West Taiwanese to never fucking try that again.
Everything that has happened since then has been a hastily-assembled and haphazard coverup of the globalists' attempt to melt three big and/or important countries into lumpy glass. Yes, the crime they attempted was so stupendously large that unleashing a bioengineered virus upon the world was a proportional response as a mere distraction. Hey, it worked. Everyone's talking about the virus; absolutely no-one is talking about the Hawaii nuclear bomb alert.
