I think this is a valid and great idea. The framing of the list should not be as a "kill" list, but rather as a list of persons or groups that are negatively affecting the United States of America. We can categorize the areas of influence such as information/media, policies/laws, education and corporate policy.
Oh I don't think it would be random. Defining who has control of the media would be yet another potential set of targets to either influence or terminate. But most of us are comfortable enough to go on simply bitching on the internet rather than taking action. But even if the motivation to act is finally achieved, I don't see how there will be a centralized, organized effort to be effective. You will be fighting against people in power, people in control of law enforcement, intelligence agencies, and the military. All of those organizations have the infrastructure needed to facilitate carrying out a unified directive.
