Yes, that is his rank. Special Agent is his job. It takes between 7 and 15 years to make LT. At the time of the Scalise shooting he had been in 9 years. That was 3 years ago. He is almost certainly a lieutenant. A captain wouldn't have been positioned where he was when he shot her.

As I said, like most things it is likely somewhere in between. And you at least have some understanding of heat transfer and strengths of materials. You should also be aware that the towers were constructed much differently than most other buildings. So when people say "buildings don't fail like that", correct. Most don't. But when they are built to be lighter on top so the foundation doesn't cave in from the mass, they do. Internal structural columns at the top were 0.25" thick. They were 4" at the base. Towers were also built so that the exterior walls would be structural whereas most other buildings the structural integrity is provided by the steel skeleton, much of which is at the core of the building (reducing usable space). For any interested there is a copious amount of documentation on the engineering that went into the building.
