First of all, mandating a backdoor in every device and every piece of software is unrealistic on a Green New Deal level. There are easily a million libraries, source code drops, snippets, frameworks, and other fragments supporting encryption out there. Are you going to code a backdoor into every one of those?

Second of all, even if you magically got the programmers of the world to update their shit, nothing would stop a novice programmer from looking up an encryption algorithm and re-coding it, minus the backdoor. This is what criminals would do. You don't even need that much skill, because these algorithms are so well documented.

So you'd end up with a world in which all the mainstream devices and software apps had this backdoor built in. The criminals would know this, and they'd either avoid using those systems or, more likely, continue using those systems with payloads that have been manually encrypted, which aren't subject to the backdoor. The "backdoor" isn't a magical key into all encrypted data; just because a "backdoor" exists on an iPad doesn't mean that you can read an externally encrypted payload if it's placed on the iPad. It just means that stuff you encrypt through top-level device functionality is encrypted via their hardware-tied algorithm which contains a backdoor. This stuff will never work against criminals but it will capture YOUR communications quite capably.
