Every time that money changes hands in the government, a bit gets skimmed off, and there are lots of hands in a bureaucracy. You'd be lucky to get double digits.
Then the second rona stimulus bill came out where Trump said $2000 and $600 was the number and that got everyone's interest up for them to realize the money appropriated for actual stimulus was embarrassingly small and it cost more to mail the checks than the checks were for. That cemented it.
