This is not the global warming type science. I think there is sound medical basis for saying that drug addiction is not an automatic process that happens to everyone equally. There was a doctor who worked in East Vancouver for many years, and his research also showed that prior susceptibility is a factor over and above physical dependence in the formation of compulsive use. Although over-prescribed, most medical patients who are treated with opioids do not become terminally addicted. Also, many people take ADHD medications which are basically dopamine agonists like any other amphetamine, without becoming compulsive.
But as you say, not rolling the dice is only prudent.
I read about a study which showed people with robust social life are less likely to form total dependence on drugs.
Which I would imagine would be a contributing factor to the increase of drugs. Biden, of course, will help the in-flow of narcotics with his border policy to satisfy the demand.
Not necessarily become total degenerate addicts. In fact, I would wager that the majority of people who use opiates or other drugs at some point don't become that badly affected.
As for the developmental characteristics of addicts, I think you're right about that. The frontal regions involved in impulse control are often impaired to begin with. I would imagine genetics could play a role.
But also remember Phineas gage, who started drinking and fighting once part of his frontal lobe was blown out by a tamping rod for explosives at his mining job. But there are a lot of other areas of dysfunction such as fetal alcohol syndrome.
