As you say yourself, he broke procedure. Procedures exist for reasons. Officers are supposed to follow them because it's their job to do so AND following procedure protects the officers.

His failure to move according to proper procedure resulted in the heart attack. Or do you propose that it was a random heart attack that unluckily enough just happened at that specific moment?
