Add a 28th Amendment to ban lobbyists from soliciting politicians to change their vote by offering money and likewise banning politicians from accepting any external funds from such groups. It would be better of course to go back to the old days where none of them were on the payroll, but considering how morally bankrupt people are for cash, the small step approach would be best.
