Pro only includes a WAF which isn't useful at all, it's used for protecting against SQL attacks and things of that nature, not sophisticated L7 attacks as I said..
For reference, ModSecurity is also a WAF, open source and free. It does the same exact thing cloudflares paid plan does Honestly I wouldn't be surprised if TD was on the pro plan already
No sadly cloudflares layer 7 filtration is absolutely abhorrent You need to be on enterprise or greater for any measure of sophisticated protection on cloudflare Their basic free ddos protection is only good for layer 4 attacks, not 7, which is why TD keeps going down unfortuantely
I've used stackpath in the past, they're very good, always worked with me directly to get things up and running
