I own a few Subway restaurants and they told us that they spoke with the state, and basically we can continue to operate the way we've been operating since he ordered the "closures" of bars and restaurants. Basically we can't allow any dine in service, it all has to be to go.

What good is an order like that to shut down non essential, if you're just going to allow non essential businesses to stay open?
