I thinknthe subsidies need the go towards more specific measures that means ght not get factored into account like excess surge capacity and winterization. I.e. more insurance and catstrophic risk subsidy, rather than a blanket subsidy that can be spent anywhere, like on a lobster dinner for the CEO....

Nuclear backup? What joke is this? Nuclear power is crap as a backup. It pretty much should be used for the base load. Coal/ natural gas makes perfect backup.

Yup! Chernobyl is a bad example. Between government bureaucrats burning their own manual and substiting lead for straw in the liners (i.e. bureaucracy made it worse), to outright shitty design in the RMBK reactor with simple thoughts like "positive void coefficient" being bad ideas, regardless of government. Strict regulations dont prevent a chernobyl. They outright kill nuclear power by ossifying the current nuclear reactors to the standard of second-gen nuke reactors.
