I'd be happy to be wrong about this, but fusion is not possible as a mode of efficient energy production better than modern nuclear fission reactors. I hope he just means permitting more and better nuclear fission reactors. I think our newest one is 50 years old... China and Russia are making new ones every day... we're losing the engineering know-how and will to make new ones.

We could almost eliminate petroleum and "green" energy production methods with nuclear power... and the cost would drop.
