Step 1: have your foreign friend manufacture and release a virus.
Step 2: have your foreign friend feign panic. Have him lock its own people. Business as usual for that country, but spread the word on all media.
Step 3: import the virus to your country, by repatriating diseased people without the acknowledgment or authorisation from up top
Step 4: let marinate. "It's just like the flu" "come to Chinatown"
Step 5: have diseased people move in senior Care facilities. Falsify the number of deaths by counting anything as a death by that disease.
Step 6: the prisons are a breeding ground for the disease. Let's release felons. Meanwhile, arrest honest citizens. Preferably the Republican kind who tend to have a gun or 2.
Step 7: through step 1 to 6, blame the president and it's government. Instill fear, do not allow differing opinions spread disinformation. Use your allies in the media and the tech industry.
Step 8: have a "cop" kill a black man. Invite riots.
Step 9: use all the felons you released previously to spread terror and panic
Step 10: pretend rioters are white nationalists. Seed weapons , bricks and other stuff here and there.
Step 11: watch the country burn. Because that is the only way you'll get a demented 80 y/o to become president.
You have to get that black vote, no matter the cost.
