But they are a regional concern. Just ask Georgia and Ukraine. Being able to cut off the pipeline means Germany (and by extension the EU,) can go fuck itself when Russia decides more of Ukraine needs annexing.

What is la agua negra? Well, literally, it translates to black water. In the U.S. 'gray water' refers to non-potable water that may've been used to wash clothes or dishes, or some other such, that can be repurposed for non-potable use without treatment.
It's fairly safe to assume that if they're calling it black water, it's been used for all kinds of shit, and is now being used for irrigation.
