Ok, good start. No one should be a career bureaucrat in DC either. They should serve terms of service like the Military of 3 or 4 years max and should be subject to transfers to various departments without notice.

I saw the Twitter boys speak (Dorsey & Biz Stone) at a conference 9-10 years ago and they were sure that one day in the eutopic future all businesses would be social enterprises working to change the world. They are just as stupid as I thought they were, but NOT as stupid as the people who invested in them.
