Texan here, also a prepper and so we were completely prepared. The State is not responsible for taking care of the sick and infirm - that is what private charity is for. Be it personal or church or some organization. We helped the elderly lady next door to us - only people in the neighborhood that checked on her, it appears, and she had no water to drink. The State was never going to get to her to help her.
