Here I speculate, because I don't presume to argue from a position of having all of the information:
The EO re: foreign election interference was put in place just prior to the 2018 primaries. Given the nature of the House flipping, I suspect that plenty of actionable election interference took place then, more than enough to bag the commie scumbags. That said, the vote turnout was not as impressive as it needed to be to shatter the algorithms/machines; people were still complacent re: politics as a whole and would not be ready to show up en masse in 2020.
As such, the tactics changed: 2018/2020 became an A/B testing scenario, with 2018 doubling as "rehearsal" for those officials mentioned in the EO to get their necessary reports together and transmitted swiftly such that action/enforcement of the law can occur more rapidly/readily in 2020. Moreover, the commies are predictably aggressive, emboldened by 2018 and burning every single card they could play during the 2020 election. Knowing every trick they have, POTUS could then prime response teams to intercept and record the commies in action while also keeping the citizenry more alert to the scam. As long as he can fight the downsides of the 'rona fiasco, the upside of a more aware citizenry takes care of itself.
Now it's just a matter of time and execution. There is no excuse for complacency; people in battleground states should still fight and remember the names of those who would steal their freedom. Ask not what your country can do for you, but be aware of what POTUS already has in mind, and ask what you can do for your country in the meantime.
