Fur hat guy puts on Kevlar helmet. At the very end of the second video I see where he made his way all the way down to the turn in the stairs.
After that he’s crouched down on the stairwell messing with his backpack. Changing clothes? Almost looked like he was putting on police like gear to blend back in.
